Meat and Potato Pie

1 lb minced beef                                                  1/8 tsp celery salt

1 cup rolled oats                                                  ½ medium onion, chopped

2 Tbsp chopped green pepper                               1 can tomato soup

1 tsp salt                                                             ¼ tsp thyme

1/8 tsp sage

Potato Filling:

4 medium potatoes, boiled and mashed       1 Tbsp butter

1 Tbsp chopped onion                                3 Tbsp milk

Mix ingredients, pat on bottom and sides of large casserole dish.  Fill with Potato Filling and top with shredded cheese.  Bake at 375° for 45 minutes.
